Magic Leather Set Unable to Purchase

How are gunner going to be strong if Emissary's Divine Magic set are blocked? Im trying to buy a Emissary's Divine Magic Shoulderguards with AP+CM but aren't able to buy them. Custodian's Divine and others can be purchase but why not magic set as well??
